Moan, moan and bloody moan. This article really annoys me. New Dalek toys for children (and big children!!) to play with is a good thing... and besides, no one is forcing you to buy them. Paul Revoir, you are a bit of a wally sir!

Two words sum this up:

They are simply reporting the mix of reactions to the new daleks, and the idea aired that it was done simply to create toy sales, which is fine as far as I'm concerned. I don't mind as yes kids like the toys, as long as they are justified in the story, which the article states they were.
I think they were parodying Sentai...
